Flight Operations Officer (FOO/Flight Dispatcher)

When a Commercial Aviation Transport operator uses flight monitoring or flight watch as functions of a system for exercising operational control, FOOs/FDs should perform those functions.

Flight Operations Officer/Flight dispatcher (FOO/FD) is a key role for a commercial airline.

FOO/FD may be assigned different responsibilities and operational positions from the employer Commercial Aviation Transport.

FOO’s responsibilities may be the preparation of the flight plan before every flight, calculating the aircraft fuel quantity related to the total load, checking the weather forecast and wind direction. 

The wind, weather at destination and enroute, navigation aids and equipment, airport facilities, the aircraft`s technical condition and performance, fuel uplift needs are only some of the variables an FOO has to coordinate, ensuring a safe flight.

FOO’s also note any special requirements for the flight crew and the cabin crew.
An FOO/FD has to coordinate, support and liaise between ground crew, handling services, air traffic control and flight crew. They have a great responsibility for the smoothness and the safety of the flight. A great FOO/FD has to be a good communicator, have problem solving skills, think fast and assert various risks and act accordingly.

Flight dispatchers are the core of operations of an airline. They are authorized by the appropriate authorities or airlines to exercise Operational Control, Flight Planning, and Inflight Assistance. They are also the main communication person to the flight crew. 

The JOB & The responsibilities

Duties performed depend on the airline and the size of the airport based.

Flight Dispatcher’s/ FOO’s responsibilities may include:

  • monitoring aircraft arrivals and departures and amending turnaround schedules if there are delays
  • calculating the fuel required compared to the weight of the aircraft and distance of the journey
  • preparing flight paperwork for the crew, such as printing of flight plans, passenger lists and weather reports

The course

COURSE INTRODUCTION

This 90-hour Dispatch course covers the essentials, no licensed Flight Operations staff would use during their daily routine. lt is designed to facilitate those, who have had some basic working experience, but do not require a license, with the formal knowledge to perform a more efficient job. lt is also suited for those holding a license, but have not had annual recurrent training, to update on latest industry requirements.

Course Objectives. What will you learn?

The syllabus follows the topics required per the IOSA Standards Manual, ICAO Annex 1 and ICAO Documents 10106 and 9868 and EASA Reg 965/2012 GM1 OR.GEN 110.(c) & (e) .
It intends to introduce participants to the essentials of flight dispatch.

  • Workflow processes and protocols of an international Airline Operations Center (AOC)
  • Airline operations control fundamentals and ops control indoc training
  • Basic theory of commercial aviation dispatch procedures and work rules.
  • Local and international regulations and language used in the AOC

Course Duration

The course duration is totally 90 hours and consists of 60 hours live classroom modules and 30 hours e-learning sessions.

EASA regulations for instructors
(applicable on 30 October 2022)

According to the amended regulation by EASA, unless otherwise required by the relevant national regulations, instructors for operational control personnel should be able to prove that they are current in the subjects covered by the training programme
for FOOs/FDs, including the operator-specific elements, or otherwise successfully
complete an FOO/FD training programme.
